Wynn Resorts secured the UAE’s first casino license for its $3.9 billion resort project in Ras Al Khaimah. The development is expected to transform Al Marjan Island into a luxury casino destination, potentially setting a new regional benchmark. Wynn’s CEO estimates the UAE gaming market could be worth $18 billion, driven by the nation’s young population, a steady stream of tourists, and appetite for ambitious projects.
The Growing Online Gaming Scene
Beyond brick-and-mortar casinos, online gaming is gaining traction. The GCGRA awarded The Game LLC the first lottery license under the “UAE Lottery” brand, which saw a massive 3,100% surge in search interest. However, online casinos remain a legal grey area, with the regulatory framework still under development. The GCGRA advises operators to tread carefully, as secondary regulations are yet to be finalized.

The UAE's shift towards legal gaming isn’t without hurdles. Cultural reservations persist, and the GCGRA maintains strict oversight, with hefty fines for violations.
